About Me

Through my time dedicated to the fire service, I offer over 40 years of fire & life safety and code application & enforcement experience and knowledge. My unique and specialized training and credentials allow me to offer focused consultation and advice regarding the interpretation, application, and enforcement of fire safety codes and standards as well as comprehensive review of construction plans.  Whether you need a subject matter expert, a second opinion, or another pair of eyes on fire protection plans or drawings I can help.


 


Entering the fire service in 1981 as a part-time firefighter for the City of Richmond Heights, I received training as an Emergency Medical Technician and entered the paramedic program at RHGH earning state certification in 1983.

After working several additional jobs in the industry for a number of years, including private ambulance and air medical transportation I was appointed as a career firefighter-paramedic with Mayfield Village in 1986, promoted to the rank of Lieutenant in 1990, and was officially assigned the responsibilities of fire prevention.

From 1993-1995 I co-launched and co-operated STAT Ambulance Service, Inc. A private ambulance service that served Northeast Ohio.
In 2006 I assumed the role of Fire Marshal. In January 2017 I was promoted to the position of Assistant Fire Chief.  From 2010-2014 I served as the Secretary of IAFF Local 2619 , and as President from December 2014-July 2015. In addition, I served on the Executive Board of the North Eastern Ohio Fire Prevention Association from September 2009 through December 2023 and the Building Officials Conference of North East Ohio from January 2018 through December 2023. During my tenure with Mayfield Village, I assisted with the negotiation of our first collective bargaining agreement, established and supervised the fire prevention bureau and established and supervised several programs including those dealing with public BLS training, public fire safety education, residential Knox Boxes, and residential smoke alarms. I was also instrumental in the creation and enactment of Mayfield Village’s photoelectric smoke alarm legislation, and the resultant revision of section 314 of the Residential Code of Ohio requiring photoelectric smoke alarms in new construction.

In April of 2020, I was asked to return to the Mayfield Village Fire Department part-time to assist in updating our mass inoculation plan for the Cuyahoga County Board of Health in response to the Covid-19 pandemic. The plan was successfully updated and activated three times. In July of 2023, I began consulting as a fire code subject matter expert.  

I am currently a member of the UL 217/268 Standards Technical Panel. UL 217 and 268 are the standards governing the design, operation and manufacture of residential smoke alarms and commercial smoke detectors respectively.

Achieving this credential involved preparing for and successfully passing ICC examinations for Fire Inspector I & II, Fire Plans Examiner, Certified Building Official, Certified Fire Code Official and Fire Marshal.  The sum of these certifications required an in-depth knowledge and understanding of how to apply, interpret, and utilize the fire and building codes as well as several NFPA standards, the International Mechanical Code, International Fuel Gas Code and The International Plumbing Code.

This Certification was required prior to applying to sit for the Certified Fire Marshal Exam.  The exam encompassed the entire spectrum of the duties, responsibilities, and activities of a professional Fire Code Official including a thorough understanding of the application and enforcement of the fire code and all referenced standards.

Achieving this credential involved passing several exams encompassing knowledge and understanding of building department administration, history as it applies to the building codes, application and enforcement, use and occupancy, construction plan review and approval, and an in depth understanding of the building code and all related and adopted codes and standards.

Achieving this credential required expertise in reading, reviewing, and understanding construction documents commonly submitted to an AHJ for for review and/or approval, and specifically those plans that involve complex fire protection, alarm, and extinguishing systems.  The requisite skills help the AHJ determine the efficacy of the systems as well as their compliance with the applicable codes and referenced standards.

These separate credentials were awarded through two examinations that tested the requisite basic and advanced cumulative knowledge, and skills of the fire safety inspector including the accurate identification of hazards and code violations, documentation and reporting, legal aspects, right of entry, authority to conduct inspections, administration and public relations.

This state issued credential was obtained through passing a written exam administered by the Ohio Board of Building Standards and required expertise in inspecting and acceptance testing of a wide variety of fire protection  systems.  Achieving this credential involved broad knowledge of multiple NFPA standards as well as the fire and building codes. 

This state issued credential was obtained through petitioning the Board of Building Standards.  Documentation was submitted to the board verifying ICC certification of the same name which had been obtained by passing the same test that the State was administering for this new certification.   

This state issued credential was achieved by passing two exams requiring extensive knowledge of multiple NFPA standards including NFPA 72, 70, 13, 13R, 13D, 14, 20, 24, and 25.

This State issued certification is required for all professional fire inspectors and code enforcement officials in the State of Ohio.

This State issued certification is required for all professional fire inspectors and code enforcement officials in the State of Ohio who wish to teach fire inspectors and conduct fire inspector training courses following the state curriculum. 

This State issued certification is required for all firefighters in the State of Ohio who wish to teach fire fighters and conduct fire fighter training courses following the state curriculum.

CRITICAL SKILLS AND EXPERIENCE

I earned state certification as a fire safety inspector in 1987 and was soon assigned oversight of all fire department inspections

for our organization.  After promotion to Lieutenant in 1990, I was tasked with the additional duties of fire prevention, public education and fire protection systems plan review.  At this time, Mayfield Village was in the midst of unprecedented expansion 

of our commercial tax base and municipal infrastructure.  Existing commercial buildings were being renovated and new 

occupancies were being planned.  After adding two large multi-story buildings to it's campus near I-271 in the early  90's and establishing Mayfield Village as its corporate headquarters, Progressive Insurance acquired land on our north border with Lake County and began planning to develop their next phase.  This would involve the construction of 4 multi-story office buildings,

two parking structures, an environmental controls building and one of two national data centers.  This complex would

eventually house more than 2,000 employees.  

 

The fire protection systems required for these buildings were complex and  elaborate in many cases.  From multiple fire pumps,

to atrium smoke evacuation, clean agent suppression systems, and waterbased foam systems-all installed at one campus.  The construction project for what became known as Campus 2 continued for 5 years.  In addition, we saw the addition of a

skilled nursing facility, an assisted living facility, a new car dealership, police 

station, fire station and community center, along with several large scale renovations of our High School.   In the late 90's local legislation was passed that required fire alarm and detection 

systems to be retrofitted into every existing commercial occupancy that was without a complete fire suppression system.  This retrofit applied to many small businesses and strip mall type occupancies in addition to a 32 building garden apartment 

complex.  

 

The experience that I gained by reviewing and evaluating the construction documents for all of these systems was 

an invaluable tool in honing my skills as a fire plans examiner, In addition to greatly expanding my familiarity and understanding

not only of the fire and building codes, but of the vast number of specific standards adopted by those codes.  The culmination 

of this work experience along with my years as a code enforcement official and the relationships cultivated with industry

professionals, building officials, contractors and AHJ's is what I bring to the table.
